Learn Russia’s train travel rules: table access times, onboard bans, pet policies, hygiene, and reasons for removal, plus what’s allowed on tourist trains.

Train travel is an easy way to reach a holiday spot. Still, it pays to know the rules for passengers, luggage, and animals. Some of them might seem unexpected at first glance, but they help keep the journey comfortable for everyone.

At the table: who gets access and when

Under rules approved by Russia’s Ministry of Transport and in force since September 1, 2023, the passenger with the lower berth must give their upper-berth neighbor access to the table during meal times. The timing is spelled out clearly, which helps avoid squabbles over shared space:

Morning (7:00–10:00) — up to 30 minutes

Afternoon (12:00–15:00) — up to 1 hour

Evening (19:00–21:00) — up to 30 minutes

What’s off-limits: from hookahs to business activity

Behavior onboard is tightly regulated. Being in the train in dirty or foul-smelling clothes is prohibited. Any commercial activity is allowed only with the carrier’s written permission. Using musical instruments and sound amplifiers is not permitted, with exceptions for hearing aids and headphones. Smoking — including hookahs and vapes — is strictly off-limits in cars and vestibules. The list may sound strict, but it’s essentially about courtesy and safety in a confined space.

Pets on board: who can travel with you

Small animals and birds may be transported only in special containers, baskets, or cages and must remain inside them until the end of the trip.

Large and service dogs are allowed in a separate compartment if all berths in that compartment are purchased and the owner accompanies the animal at all times.

Permitted: rabbits, axolotls, non-venomous spiders, lemurs. The list has a few surprises, but it’s unambiguous.

Not permitted: goats, sheep, and pigs — except for particular dwarf breeds.

Reasons for removal: who can be put off the train

According to a Government decree dated May 27, 2021, a passenger may be removed from the train for disturbing public order, traveling without a ticket or with an invalid ticket, or interfering with other passengers.

Removal is carried out by police officers, and the ticket cost is not refundable. The sanctions are clear — and notably final.

Hygiene and comfort: cleanliness and equipment standards

Sanitary requirements apply to both the cars and the bedding:

— Windows must be sealed to protect against dust and moisture.

— Three-tier bunks are prohibited.

— Bedding is issued in individual packaging, laundered and ironed.

— Using linens without pillowcases and duvet covers is not allowed.

These basics may seem obvious, but they set a common standard for comfort.

Rail tours: where guitar playing is allowed

As of 2025, changes have taken effect that separate tourist and passenger services. This opened the way for specialized tourist trains featuring excursions, sports areas, and other amenities.

In these trains, musical instruments are allowed — so long as they don’t disturb other travelers. A sensible compromise for those who like a soundtrack to the scenery.
